FBI is Looking for a Futurist in Residence
The FBI has a Futurists in Residence Program associated with the
Behavioral Science Unit of the FBI Academy. The FBI is currently taking
applications for the next FIR. The deadline for application is February

SUMMARY
This is an unpaid, part-time research opportunity. However, the FBI
does provide for necessary travel expenses. The position is ideal for
scholars (professors and grad students) needing to conduct research.
Past FIRs have been scholars employed by other agencies and/or
universities. The position requires a security clearance be obtained
after acceptance.

DETAIL
The Concept:
The purpose of the Futurist in Residence (FIR) Program is to
facilitate the creation of bodies of knowledge dealing with possible,
probable, and preferable futures for policing. To accomplish this,
those who have demonstrated the ability to conduct serious research into
one or more areas dealing with the future of law enforcement will be
afforded the opportunity to apply to be an FBI FIR. Once accepted, a
FIR will be responsible for completing a major research project having
to do with the future and policing. It is expected that this project
will provide benefit for the entire profession. In order to accomplish
this, the FIR will spend time in residence at the FBI Academy. The FBI
will defray certain transportation costs and will provide for room and
board for the FIR while at the Academy. In addition, the FIR will be
able to make use of FBI Academy resources while in residence (e.g., FBI
Academy Library, gymnasium, computer access).
Application Commonalities:
a. A minimum of a Bachelor’s degree is required but an advanced
degree or comparable experience is preferred.
b. The applicant must be highly recommended by his/her supervisor,
if applicable.
c. The FIR’s salary is paid by the sponsoring agency, not by the
FBI
d. The FIR is eligible for an FBI Top Secret clearance.
e. The FIR is perceived by peers as established in the field.
FIR Responsibilities:
a. Complete and disseminate a formal FIR Project as
approved by the FIR Committee
b. Remain in residence at the FBI Academy for a period to
be arranged mutually by the FIR and the Assistant Director Training
Division, FBI Academy
c. Provide instruction (while in residence at the FBI
Academy)
d. Attend classes of interest (while in residence at the
FBI Academy)
e. Engage in interaction with students and staff for mutual
benefit
FBI Academy Residence:
FIRs will be expected to complete their research in a contiguous
six (6) month period. While it is recognized that the information age
affords the opportunity to conduct a great deal of research virtually, a
very important component of the FIR Program is the scholar’s time at
the FBI Academy. There are several reasons for this. The Academy
provides an academic environment in which a FIR can pursue studies
uninterrupted and unencumbered by the day-to-day routines faced at
his/her normal place of business or home. Further, the FIR will be able
to access numerous resources that can assist in the completion of a
major project. As well, the Academy provides the scholar with the
opportunity to interact with National Academy students, New Agent
trainees, and a staff of highly educated and experienced professionals.
In addition, FIRs may be asked from time-to-time to provide classroom
instruction with regard to the project on which they are working or in
some other area in which they possess expertise. To that end, at the
time of application, the prospective FIR will be required to indicate
the period of time he/she intends to spend at the Academy. While there
is no hard and fast rule governing the appropriate length of time that a
FIR must spend in residence, the committee will use this as one factor
in its consideration of the application.
FIR Application Components:
The major components of the application will include:
a. Resume/curriculum vitae, including positions held and
publications/presentations, as well as mailing, street and e-mail
addresses; degrees granted, dates, and institutions; social security or
national identification number; agency name and location; and a brief
description of the applicant’s current job description.
b. A completed FIR application form
c. If the applicant does not already hold an FBI Top Secret
clearance, the completed application for same. Note: applicants must
possess an FBI Top Secret clearance before final acceptance into the FIR
program; the clearance process will likely take at least six months and
may take longer.
d. Signed agreement, contingent on FBI approval
e. Description of the proposed FIR Project (Maximum 2 pages).
f. Documentation from supervisor (if applicable) that, if selected,
the applicant will be permitted to fulfill the responsibilities of the
FIR.
FIR Project:
The centerpiece of the FIR Program is the FIR Project. Criteria
for evaluating project proposals include applicability to the future and
policing, usefulness, suitability for publication and creativity.
Scholars will be expected to seek publication in a venue that will
provide wide access to the policing community. As well, authors must
agree to allow publication of results on the Futures Working Group web
site and/or another outlet approved by the FBI.
Selection Process:
A 3-person selection committee will assess the merits of each
received application. This committee will consist of the following
members: the Chief of the FBI’s Behavioral Science Unit, a non-FBI
Futures Working Group member and an FBI Futures Working Group member.
If an individual’s initial application is accepted, he/she will be
afforded an interview by the selection committee. If the applicant
passes the interview, his/her application will be forwarded to the FBI
Security Office. In order to be accepted for the program, the applicant
must possess a background investigation at a level sufficient to grant
him/her unescorted access to the FBI Academy (FBI Top Secret).

f) SF-86 Questionnaire for National Security Positions Form
(enclosed)*
g) Two (2) Applicant Fingerprint Cards (enclosed)*
Applicants are to ensure that these are completely filled out, to
include the signature of the official taking the fingerprints
Applicants will be advised of their status once their
application has been considered. The FIR selection committee will
recommend favorable candidates, pending receipt of clearance, to the FBI
Academy AD. The decision of the AD will be final. Calls for
applications for the FIR program will be issued periodically. The
entire application process, including the granting of an FBI Top Secret
clearance, can be expected to take between nine months and one year.
*Required for those individuals who do not possess an FBI Top Secret
clearance.

Please Read Carefully
I understand that, in order to be considered for the Futurist in
Residence (FIR) Program offered at the FBI Academy, I must agree to the
following conditions:
a) I will submit to an FBI background investigation; I understand
that my appointment is contingent upon being granted a Top Secret FBI
clearance
b) I will participate in the FIR Program for a period of six
months; at the conclusion of this period, I will have completed a
project mutually agreed upon by the AD, FBI Academy, and me.
c) Upon the completion of my project, I will present it to
interested faculty, students, and staff of the FBI Academy in a manner
and in a venue agreed upon by the AD, FBI Academy, and me.
d) I will allow the FBI to publish my project/final report on the
FBI website or in some other venue of its choosing.
e) I will spend a period of time in residence at the FBI Academy.
The period of this residency will be determined by the AD, FBI Academy,
and me prior to my appointment.
f) While in residency at the FBI Academy, I understand that I may
be called upon to provide instruction and meet regularly with faculty,
staff, students, and other interested parties.
g) I understand that the FBI will provide reasonable travel and
lodging, to be arranged through the FBI Academy. The FBI will not pay
any portion of my salary during the period of my appointment.
